The Housing Authority of Clayton County (HACC) is an autonomous housing agency founded in 1982 by the Clayton County Board of Commissioners to provide financing and programs that offer quality affordable housing to residents in Clayton County, Georgia. The Housing Authority of Clayton County does not administer public housing or Section 8 housing vouchers.
The Housing Authority offers programs and incentives designed to support HUD's decent, safe, and sanitary (DSS) Housing Quality standards. Needs based programs include: The Housing Urgency Grant Program (HUG) and the Emergency Assistance Program (EAP).
HACC will guide low- to moderate-income households through a comprehensive program that leads to financial wellness, home buyers' education, downpayment assistance, and eventually homeownership for those who qualify. The Housing Authority was created to serve as a “conduit issuer” of tax-exempt bonds to finance privately developed and/or revitalized affordable housing options within communities in Clayton County. Our development and/or revitalized affordable housing options are for: Seniors, Multifamily and First Time Home Buyers.
